Geelong Council to consider Permit for a Coles Supermarket in Drysdale next to Aldi

Geelong Council will consider a permit from Coles to build a new supermarket in Murradoc Road Drysdale next door to Aldi this Tuesday night (22 April 2014).

Road congestion will reign supreme even more so than it does now - can't see the need for another supermarket - the dollar on spreads so far.

Purpose

This report seeks Council approval to exhibit a combined planning scheme amendment and permit to facilitate the development of a supermarket on Murradoc Road, Drysdale.

Summary

  • A planning scheme amendment request and planning permit application was made by ERM Australia on behalf of Coles Group Property for land at 24-32 Murradoc Road, Drysdale.
  • The amendment proposes to rezone 32 Murradoc Road from the Commercial 2 Zone to the Commercial 1 Zone. The remainder of the subject land is presently in the Commercial 1 Zone.
  • The permit application (765/2013) is for buildings and works to construct a supermarket, the display of identification signage, a reduction of car parking requirements, the alteration of access to a road in a Road Zone Category 1 and to create a carriageway easement.
  • The proposed supermarket has a total floor area of 3,892 sq metres, is of contemporary design and provides good connectivity with the adjacent ALDI store. Vehicle access is from Murradoc Road and a dedicated pedestrian path will connect the newly developing residential estate to the south, through the site, to Murradoc Road.
  • The proposal is supported by Council's adopted Drysdale Urban Design Framework August 2012, which identifies the site for a supermarket.
  • Relevant to the consideration of this application is the likely opening date of the supermarket and how this would impact on the nearby Jetty Road Neighbourhood Activity Centre, where a 3,200 sq metre Woolworths supermarket is to be constructed and operational by April 2015.
  • The economic assessment submitted as part of the Amendment request concluded that the economic and social benefits from the Coles supermarket significantly outweigh any impacts on commercial competitors. The assessment however failed to factor-in the new Jetty Road Centre (instead expecting it to be developed over the medium to long term).
  • Council officers commissioned consultant Tim Nott to provide an independent review of the likely economic impact of the proposal.
  • The review clearly demonstrates that if the two supermarkets are developed as planned, the food and grocery segment throughout the trade area is likely to experience a very low level of turnover. Mr Nott finds that there is likely to be room for two supermarkets by the mid-2020s, in line with expected population growth.
  • Mr Nott estimates that the Jetty Road NAC would suffer a significant loss of around 16% in total retail sales compared with what is currently anticipated. It would appear that both Coles and Woolworths are well aware of the likely economic challenges over the coming 10 year period, but still committed to establishing new supermarkets in the locality as soon as possible.
  • The net community benefit of the proposed Coles, particularly in strengthening the role of the Drysdale Town Centre and improving the level of competition in the local food and grocery sector, is considered to outweigh the short to medium term negative impact on the Jetty Road NAC and potential reorganisation of retail space in the trade area.
  • It is recommended that the Amendment be placed on public exhibition to allow interested parties, including other business owners and operators in the trade area, an opportunity to make submissions.

Recommendation

That Council resolves to:
1) support the preparation and exhibition of Amendment C297 to the Greater Geelong Planning Scheme to rezone the land at 32 Murradoc Road, Drysdale, from the Commercial 2 Zone to the Commercial 1 Zone;
2) consider the application for a planning permit for a Coles supermarket on the land at 24-26, 28-30 and 32 Murradoc Road, Drysdale, concurrently with the preparation of the Amendment in accordance with the Planning and Environment Act, and that draft Planning Permit 765/2013 be prepared and exhibited with the Amendment, subject to resolution of the detail of the permit conditions; and
3) request the Minister for Planning to authorise the preparation and exhibition of Amendment C297 and Planning Permit 765/2013.

Dysdale Aldi - Construction Delays

The Bellarine Times (Tuesday 13 September 2011 issue) reports on page 3 that:

"Construction delays have hit Drysdale's planned Aldi supermarket. The new store will be built at 20-26 Murradoc Road where land clearing work has begun. A company spokesperson last week was unable to confirm an opening date "due to delays in construction". Aldi had earlier this year advised the store would be built and trading by Christmas. The delays will be disappointing for local traders in Murradoc Road who see the supermarket as attracting new business to the small-business and light-industry strip."

ALDI should be operating in Drysdale by Christmas

An article in this weeks Bellarine Times (21 June 2011 - p 10) entitled "Business strip takes off" states:
"A new small business complex and the planned opeining of supermarket giant ALDI are signs of a resurgence of business in Drysdale's Murradoc Road, according to a local developer.
The ALDI store is expected to be trading by December on a yet-to-be-developed site on Murradoc Road near the main Drysdale roundabout..."

Update: Anecdotally I hear building will start September.

Further Update July 4, 2011: - Bellarine Times reported last Tuesday that work on demolition will commence in July with Aldi opening around Christmas Time. Since then demolition has started!

Proposed ALDI Store - Drysdale: 6-26 Murradoc Road, Drysdale

An Advisory Committee was appointed by the Minister for Planning to provide advice on the suitability of the above site in Drysdale for development of a proposed Aldi store, including the appropriateness of any rezoning and/ or permit application as required.

Advisory Committee Report and permit conditions - The Advisory Committee submitted its report to the Minister on 24 June 2010.

Drysdale Healthy Supermarket Tour

Aldi now coming to Drysdale - work to start early 2011

Planning Minister Justin Madden has granted conditional planning permits for 5 new Aldi stores in Victoria.

The Aldi store in Drysdale will be built at 20-26 Murradoc Road, Drysdale.

Detailed information about the planning permit for the Drysdale Aldi is available from the Department of Planning and Community Development

The permit allows:

"Development of the land for Shops, creation of access to a Road Zone Category 1, Business identification signs and Internally illuminated signs and a reduction in the number of car parking spaces required, in accordance with the endorsed plans."

With respect to the Drysdale site, the Advisory Committee made the following recommendations:

  • the draft Planning Scheme Amendment to rezone the land from Business 4 (B4Z) to Business 1 (B1Z) be adopted; and
  • the draft planning permit application is approved subject to conditionsincluded in the attachment to the report.

On Monday , July 12, from 10am to noon, Diabetes Australia is hosting a tour of the Safeway supermarket in Drysdale.

The aim of the tour is to educate participants about healthy eating and understanding how to read food labels.

More on Aldi Supermarket in Drysale

An article by Kim Waters from the Independent (15 April 2010) reports that:

"Revised plans for an ALDI supermarket at Drysdale have won council backing... ALDI’s major competition at Drysdale, Safeway, was confident it could compete with the German brand.  ... A Drysdale Clifton Springs Community Association spokesperson expected ALDI to worsen traffic problems in the area..."

Geelong Council supports Aldi Supermarket for Drysdale

The City of Greater Geelong has " voted to support the construction of Aldi stores in Drysdale and Highton, but not on the controversial Geelong West site" reports the Geelong Advertiser today.

"The Aldi proposal will now go to a government advisory committee for a decision on the future of the stores."

Summary

  • The purpose of this report is to advise Council with regard to a number of amendment proposals for ALDI supermarkets in Highton, Drysdale and Geelong West, and recommend that Council make a submission to the Advisory Committee appointed by the Minister for Planning supporting these amendments.
  • On 22 February 2010, DPCD wrote to Council advising that the Minister for Planning had decided to appoint a separate Advisory Committee, under Section 151 of the Planning and Environment Act 1987 to provide advice in relation to the ALDI proposals in Highton, Drysdale and Geelong West. This means that while Council is able to make a submission to the Advisory Committee regarding these proposals, the Advisory Committee will assess the applications and the Minister for Planning will make the decision regarding their approval.
  • Amendment C200 is the proposed ALDI supermarket development at South Valley Road, Highton. On 22 September 2009, Council resolved to support the preparation and exhibition of this amendment and planning permit.
  • Amendment C208 is the proposed ALDI supermarket development at Murradoc Road, Drysdale. On 13 October 2009 Council resolved to support the preparation and exhibition of this amendment and planning permit.
  • Amendment C125 is the proposed ALDI supermarket development at the corner of Shannon Avenue and Albert Street, Geelong West. Council has not previously considered a report on this proposal as the Geelong West site application was submitted directly to the Minister for Planning. See Appendix 4-3 for location of C125 site and existing zoning and Appendix 4-4 for Aerial Image of proposed Geelong West site.
  • With regard to amendment C125, Council has recently resolved to apply an interim Heritage Overlay to the site (via Amendment C195), which is part of the Ashby Heritage Review area.
  • Given that the Advisory Committee Terms of Reference state that “in relation to the Geelong West site, the Advisory Committee must provide an assessment of the heritage value of the site”, it is recommended that Council provide ‘in principle’ support for the Geelong West proposal, on the understanding that the Advisory Committee will make a thorough assessment of the application against the proposed interim heritage controls.

It is therefore recommended that Council make a submission to the Advisory Committee supporting the amendments, subject to conditions, and that Council request the Committee to assess the Geelong West application (C125) against the proposed heritage controls and the Ashby Heritage Review.

Recommendation:

That Council make a submission to the Advisory Committee on the proposed ALDI developments as follows:

a) support development of the proposed ALDI at Highton (Amendment C200),subject to the comments contained in this report.

b) support development of the proposed ALDI at Drysdale (Amendment C208),subject to the comments contained in this report.

c) support development of the proposed ALDI at Geelong West (Amendment C125), subject to the comments contained in this report, and request that the Advisory Committee assess the application against the proposed interim heritage controls and the Ashby Heritage Review.

Extract from the Report about Aldi in Drysdale:

On 11 August 2009 Urbis, on behalf of ALDI Stores, submitted an application for the rezoning of land at 20-22 and 24-26 Murradoc Road, Drysdale (Amendment C208) and the development of a supermarket. The application proposes to rezone the land from Business 4 Zone to Business 1 Zone and seek planning permit approval for the development of an ALDI supermarket on the site. A permit is also required for alteration of access to a road in a Road Zone Category 1 (Murradoc Road), dispensation of car parking requirements and the display of advertising signage. See Appendix 4-2 for location of C208 site and existing zoning. Council has resolved to support the preparation and exhibition of both Amendment C200, the Highton proposal and C208, the Drysdale proposal...

On 22 February 2010, DPCD wrote to Council advising that the Minister for Planning had decided to appoint a separate Advisory Committee, under Section 151 of the Planning and Environment Act 1987 to provide advice in relation to the Highton, Drysdale and West Geelong proposals, in addition to other various Woolworths and ALDI proposals across Melbourne. The purpose of each Advisory Committee is to advise the Minister on the suitability of the sites for their proposed development, including a strategic review of the appropriateness of any rezoning/proposed use in view of the relevant State and Local Planning Policy Frameworks, the appropriate planning controls for any proposed amendment and whether a planning permit should be issued, including suggested permit conditions.

AMENDMENT C208: PROPOSED ALDI SUPERMARKET – DRYSDALE... The ALDI Drysdale proposal is also assessed as an ‘edge-of-centre’ development under the Greater Geelong Retail Strategy, June 2006, hierarchy of preferences for the location of new retail development. Given that the proposal is considered to be consistent with the Drysdale Clifton Springs Structure Plan 2009, on 13 October 2009 Council resolved to support the preparation and exhibition of the amendment and planning permit subject to the authorisation of the Minister for Planning being obtained. Following the Minister for Planning’s decision to appoint an Advisory Committee to provide advice in relation to amendments, ALDI have made a number of changes to the plans it had submitted to Council. These changes include:

  • Relocating the ALDI building further to west of the site, onto the adjoining allotment to the west.
  • Introducing 3 additional separate retail tenancies (approx 1500sqm in total) in the location of the earlier proposed Aldi footprint, on the east of the site.
  • A carpark located centrally between the proposed ALDI and the three retail stores. Car parking also to be located along the Murradoc Rd frontage.
  • A revised parking rate of 4.5/100sqm.
  • Front setback of buildings has been increased to allow for two rows of parking between the proposed buildings and the road.

Council officers believe that the following issues should also be addressed by the proposed development:

  • A pedestrian link to the residential land to the south. Note, this pedestrian link would not have any adverse impact on or require substantive changes to the current proposed layout.
  • Provision of noise attenuation for loading bay/s.
  • The provision of loading bay/s for the additional retail tenancies.
  • A landscape plan which incorporates canopy trees and additional area along site frontage (excluding future road widening area).
  • Provision of bicycle parking.

In line with Council’s resolution of 13 October 2009, it is recommended that Council continue to support the proposed amendment and planning permit and that the Council submission to the Advisory Committee reflect this position. It is also recommended that Council’s submission to the Advisory Committee request that the Committee consider Council’s issues as outlined above.

Advisory Committee Appointed to Investigate Drysdale Aldi Site Suitability

The Minister for Planning, Justin Madden has appointed an Advisory Committee to provide advice on the suitability of the Murradoc Road, Drysdale site for the development of the proposed Aldi supermarket.

This includes the appropriateness of any rezoning and / or permit application as required.

The documents supporting the proposed Aldi supermarket development are available at the offices of the Geelong City Council in Drysdale, or the offices of the Department of Planning and Community Development (DPCD) (Corner Fenwick and Little Malop Streets, Geelong).

Submissions are invited on the proposal and should be received at Planning Panels Victoria by close of business on Thursday 15 April 2010.

Aldi coming to Drysdale soon....

The Herald Sun reports today -

"FIVE new Aldi supermarkets and 12 new Woolworths hardware stores have been fast-tracked for development by the State Government... Aldi will open up in North Balwyn, Rye, Drysdale, Highton and Geelong West and will take the number of Aussie stores the German supermarket chain operates to well over 200..."

Apparently planning approvals have been fast tracked to create jobs and help Victorian families and the economy.

It will be nice to have some supermarket competition in Drysdale.
